Mobile phone numbers give B2B teams a channel that work emails and desk phones can’t replicate. Executive-level contacts who never answer their office line often pick up a personal mobile. Founders at startups use their mobile as their primary business contact. WhatsApp is the default business communication channel in many international markets.

The challenge is finding mobile numbers reliably at scale — and using them in a way that’s effective and compliant.


Why Mobile Coverage Is Lower Than Email Coverage

B2B data providers built their databases primarily on work email addresses. Mobile numbers require different sourcing:

  • Self-reported in directories: People who list their mobile publicly on LinkedIn, association websites, or conference speaker profiles
  • Business card data: Collected from in-person events and digitized
  • Carrier data partnerships: Providers with relationships to carrier-adjacent data sources
  • Opt-in database contributors: Users who share contact data through tools that aggregate with consent

A waterfall across multiple mobile-specialized providers can push this to 35–55% — still lower than email, but meaningful.

The best mobile number providers differ by geography:

SMS Outreach Compliance by Market

Mobile-based outreach carries compliance requirements that email doesn’t.

United States (TCPA): B2B SMS to business mobile numbers used for business purposes generally doesn’t require prior written consent under TCPA. However, if the number could be personal (owner-operator small businesses), TCPA consent requirements may apply. The TCPA’s “prior express consent” requirement is strict for B2C; B2B has more flexibility but consult legal counsel for your specific use case.

European Union (GDPR + ePrivacy): Electronic marketing communications — including SMS — require a lawful basis under GDPR. For B2B contacts at companies, “legitimate interest” can be a lawful basis if you can demonstrate genuine commercial relevance. Many European legal advisors recommend opt-in for SMS to be safe. In EMEA, LATAM, and APAC markets, WhatsApp is the dominant business messaging channel. A mobile number registered on WhatsApp enables outreach through a channel with higher open and response rates than email in these markets.

WhatsApp Business API enables programmatic outreach:

  • Check if a mobile number is registered on WhatsApp
  • Send templated messages (pre-approved by WhatsApp)
  • Engage in conversational follow-up

WhatsApp outreach is most effective for:

  • Post-meeting follow-up (“sending you the one-pager we discussed”)

  • Markets where WhatsApp is the default business channel (Middle East, Brazil, India, Southern Europe)

Mobile Enrichment as a Secondary Enrichment Layer

Mobile numbers are typically a secondary enrichment — run after email has been found. The practical reason: email enrichment has higher coverage and lower cost. Mobile enrichment adds the phone channel for contacts who were already found via email, or as a fallback channel for contacts where email wasn’t found.

Pipeline:

  1. Email waterfall enrichment (primary)
  2. For contacts with email + high ICP score: also run mobile enrichment
  3. For contacts where email was not found: run mobile as an alternative channel

This tiered approach keeps mobile enrichment costs proportional to value — only enriching for mobile on the contacts most worth reaching through that channel.
