Finding Work Phone Numbers with Waterfall Enrichment: A Direct Dial Strategy
Direct dials are the hardest contact data to find at scale. A waterfall approach cascading through multiple phone providers consistently outperforms single-provider lookup. Here's the strategy.
Direct dials are the rarest commodity in B2B contact data. Email addresses are relatively accessible — most people have a predictable work email pattern and multiple providers can find them. Direct phone numbers require specific, often proprietary data sourcing.
A waterfall strategy — cascading through multiple phone data providers — is the most reliable way to maximize direct dial coverage on a prospect list.
Why Single-Provider Phone Enrichment Fails
Phone number enrichment coverage is notoriously lower than email coverage. The reasons:
Fragmented sourcing: Phone numbers don’t follow predictable patterns the way work emails do. They come from business card data, self-reported information, web directory listings, and proprietary research. Each source is limited and non-overlapping.
Line type confusion: Many providers return a company’s main switchboard number rather than a direct dial. This looks like coverage but isn’t useful — reps calling switchboards get filtered to voicemail pools.
Staleness: People change phone numbers more often than email addresses. Mobile number especially. Data sourced 18 months ago may have 30–40% staleness.
Single providers, by their nature, have invested in specific sourcing channels. Their gaps on your list type are consistent. The only way to fill them is with providers that built different sourcing channels.
Setting Up a Phone Waterfall
Provider selection: Choose providers whose phone sourcing methodologies differ. If Provider 1 primarily sources from web directories and business card scans, choose a Provider 2 that sources from email outreach data or compliance-verified B2B databases.
Primary vs. fallback: Your primary provider should be the one with the highest coverage rate on your specific list type (industry, geography, company size). Test this empirically — run 50 records through each provider and compare hit rates before committing to waterfall order for a large batch.
Line type filtering: Configure the waterfall to prefer direct dials over main lines. Some providers return line type classification (direct, switchboard, mobile, VOIP). Prioritize direct dials in the output selection logic.
Stop condition: For each record, stop the cascade when a verified direct dial is found. If only main lines are available and no provider returns a direct dial, write the best available number with a “main line” flag.
Measuring Direct Dial Coverage
Not all “found” phone numbers are equally valuable. Track coverage at the line type level:

After enrichment, validate phone numbers before loading into your dialer:
Line status check: Confirm the number is an active, dialable line. Disconnected numbers waste call attempts and contribute to spam flagging if your dialer calls them repeatedly.
Format normalization: Different providers return numbers in different formats (+1-555-123-4567 vs. (555) 123-4567 vs. 5551234567). Normalize to E.164 format (+15551234567) for universal dialer compatibility.
Geographic verification: Confirm the area code matches the expected geography for the contact. Mismatched area codes can indicate data errors or stale records.
Building the Provider Stack by Geography
Phone coverage varies dramatically by geography. The right provider order depends on where your list is located:
US-heavy lists: ZoomInfo, Apollo, Lusha have strong US direct dial coverage. Datagma and LeadMagic have decent US coverage with competitive pricing.
European lists: Cognism and Kaspr have invested in GDPR-compliant European phone data. US-centric providers have much weaker European phone coverage.
APAC lists: Phone data coverage is generally weaker across all providers. Leaning on local-market providers or accepting lower phone coverage rates is realistic for these geographies.
For multi-geography lists, configure geography-specific provider preferences in your waterfall — US records route to your US-specialist primary, EU records route to your EU-specialist primary.
The Direct Dial vs. Mobile Question
Direct dials (extension lines or desk phones) and mobile numbers serve different use cases:
